helloBill is the service itself, run by Hello Bill Limited. When sorting utilities, it's what actually sorts your bills: dealing with new providers, arranging your new energy supply, registering you as a new occupant. It's also who holds your data, who's registered with the ICO, and who you have an agreement with under the Letter of Authority you signed. For the app, it's the team building the infrastructure.
